an audacious town in motion

In the past 25 years, 40% of the town’s surface area has been the object of urban development projects. The image of Issy-les-Moulineaux has been greatly altered by this. More modern, more attractive and still just as attached to its quality of life, Issy-les-Moulineaux now has its sights set firmly on the future through its commitment to new large-scale infrastructures and projects.

The face of Issy is changing.

The trend towards vertical urban development in favour of green spaces on the banks of the Seine
For its renovation policy, the municipal authorities have focused on two key principles: innovation and preservation. Thus, for the development of architectural projects on the banks of the Seine, they have adopted proposals which were the most daring and aesthetic, but also, above all, which meet the requirements of High Environmental Quality. Representing more than 30 ha of projects along more than 2 km on the banks of the Seine, it is a new vision of how the area alongside the Seine should be developed which is taking shape. The building of towers will help to clear large green spaces for the benefit of a better quality of life and working environment. With High Environmental Quality (HQE) and Sustainable Development certifications, these buildings will benefit, in particular, from natural daylight, the use of recycled materials, energy saving and the use of rainwater.

A new HQE layout for the “Heart of the Town”
On the present-day site of France Telecom Research & Development, covering more than 3 ha, the town wishes to develop urban continuity between the Corentin Celton district and the town centre where the town hall is, in particular with the installation of shops. It also wishes to ensure the architectural coherence of the façades with that of Saint-Sulpice Seminary as well as the past of the existing buildings. One of the aims of this operation is to create a green space, open to the public, still according to the principles of the High Environmental Quality approach.

The city of the 3rd millennium: the Digital Fortress
Defining housing for the 21st century, this future cyber-city will include 1,200 accommodation units, shops and public amenities and will be equipped with the most advanced technologies (home automation, access to very high-speed multimedia networks, Internet). There will be a neighbourhood Intranet service, communicating accommodation units, an "embassy" for new technologies and a pilot multimedia school. Furthermore, the project will promote ecological processes and renewable energy.

Best of:
1- Portes de Seine: Convert an area of industrial wasteland, small production units and dilapidated housing into the town’s prestigious gateway
2- EOS-Generali: a High Environmental Quality project
3- A new tower for an emblematic entrance to the town
4- A new “work of art” by Christian de Portzamparc
5- Between the town centre and the banks of the Seine, a new district with resolutely contemporary architecture
6- Quai des Chartreux: redevelopment of the banks of the Seine to bring life to a new district
7- An upgraded town centre
8- The Digital Fortress: the cyber-city of the 21st century
